xReport – National Review of Care Allowances: Scotland

Scottish Government has published findings from a national review of care allowances for children living in foster care, kinship care and adoption placements, as well as results from an online survey and focus groups with foster and kinship carers.
The Review aimed to consider the feasibility of a national scheme of kinship and foster care allowances which would be centred on the needs of a child and their right to support as outlined in the UN Convention on the Rights of the Child. Survey participants were invited to share their views on their current core / additional allowances, establishing a national minimum allowance, the ease of access to information about allowance and benefits as well as additional support for carers and their families.
The report identifies a series of recommendations to be submitted to the Minister which include improving the consistency and transparency in delivering child allowances; information and support for families and carers.
