Children’s Hearings Scotland has published a practice guide to help volunteer Panel Members better understand and respond to the specific needs of infants, babies and very young children within Scotland’s Children’s Hearings System.  

The guide emphasises the specific needs of very young children, who make up a significant share of referrals and Child Protection Orders, and the lifelong impact of early experiences, including trauma, neglect and attachment. 

It underscores the importance of interpreting infants’ communication and behaviour as their “voice” and ensuring decisions prioritise their developmental needs and rights. Panel Members are encouraged to draw on expertise from those who know the child well, consider appropriate attendance and excusal at hearings, and focus on protective factors like secure caregiving relationships. The guide also seeks alignment with Scotland’s duty under the UNCRC to listen to all children, including non-verbal infants, throughout decision-making.  

Even though the guidance is for Panel Members, the information provided by this resource can be helpful to everyone who is interested in children’s rights and especially those working on policies related to having children’s voices heard.
