Together publishes response to UNCRC incorporation consultation

Together’s response welcomes the Scottish Government’s commitment to incorporate the UNCRC by 2021 and sets out what’s needed to ensure a ‘gold standard’ model of incorporation is put in place.

Together has been working alongside our members and wider civil society to advocate for UNCRC incorporation for many years.

In 2018, we worked with the Children and Young People’s Commissioner Scotland to establish an expert advisory group to draft the Children’s Rights (Scotland) Bill. This Bill sets out a ‘gold standard’ model of incorporation.  We have since consulted widely with members, legal experts and children and young people through our members. As such, our response is based on a wealth of knowledge and experience.

Together’s response:

  • Demonstrates how the draft Children’s Rights (Scotland) Bill aligns with the Scottish Government’s proposal and supports the First Minister’s ambition
  • Highlights learning from countries that have already incorporated the UNCRC, including Norway, Finland, Belgium, Sweden and Spain
  • Explores developments closer to home that have prepared the way for incorporation – including the 2011 Welsh Measure and the Children and Young People Scotland Act 2014.

We hope this will support our members as they consider how to respond ahead of the extended 28th August 2019 deadline.
