This report looks at poverty in Scotland before and during the coronavirus outbreak. It highlights the importance of work, social security and housing costs in solving poverty in Scotland, as well as the extent to which COVID-19 has swept more people in poverty.

The report finds that even before COVID-19, around a million people in Scotland were in poverty, living precarious and insecure lives. Whilst Scottish Government is committed to tackling poverty, poverty has been rising and Scotland is not on course to meet interim child poverty targets within three years. As such, a series of recommendations were made within the report.
