xNow launched! Children's Rights Skills and Knowledge Framework
Date: 18th March 2025
Category:
General measures of implementation, Awareness-raising, Training

The Children's Rights Skills and Knowledge Framework is now available online. The Framework was developed for the Scottish public authority workforce, including those undertaking public functions, however, it can be used to support all workers in Scotland with responsibilities for upholding children’s rights.
It provides access to resources and training on children’s rights and on taking a children’s human rights approach. The resources can be used across a wide range of sectors, giving users an enhanced understanding of how they can respect, protect and fulfil children’s rights. The Training Plan which accompanies the Framework, will help those staff in public authorities responsible for developing and delivering training, to plan and deliver appropriate training for staff members on children’s rights and taking a children’s human rights approach. This will support public authorities to embed children’s rights in public services.
The Framework and Training plan were funded by Scottish Government and developed in partnership by Together, JRS Knowhow, JustRight Scotland, Children’s Parliament and The Observatory on Human Rights of Children in Wales. They were shaped by a Children and Families Panel and a Professionals Panel, who also co-produced several resources.
The Project Team would like to thank everyone who worked with them to support the development of the Framework and Training Plan.
The Framework can be used flexibly alongside the tools in the Training Plan. This will allow members of the public authority workforce to assess the level of skills and knowledge they need for their role, and access the Framework content they require, making learning about a broad subject area more manageable. Public services play a vital role in delivering for children, young people and their communities. It is essential for the realisation of children’s rights that everyone providing a public service considers the rights of children in their work, not only those services or individuals working directly with children and young people.
Scottish Government run a UNCRC Programme Update distribution list. If you would like to be added to this list to receive further updates, please email UNCRCIncorporation@gov.scot.
