The Scotland section shows that Scotland continues to make strong commitments to children's rights in law and policy. However, far too many children still face inequality, hardship and barriers to fully enjoy those rights.  

Child poverty remains a persistent and urgent issue, with rising living costs placing increased pressure on families, particularly lone-parent households, minority ethnic families and those with a disabled child or parent. Measures like the Scottish Child Payment are helping, but not enough to offset the scale of hardship experienced by many. Mental health concerns continue to grow, with long waits for services and unequal access across communities. Many children are living in overcrowded or temporary accommodation, undermining their rights to health, education, play and family life. Overall, Scotland has taken important steps, including passing the UNCRC (Incorporation) (Scotland) Act 2024 and committing to children's rights across government yet more needs to be done to ensure the rights of all babies, children and young people are fully upheld in practice.
