Five years of the European Child Guarantee

Eurochild’s new mid‑term reflection on the European Child Guarantee shows that while it has driven important reforms, expanded access to essential services, and strengthened children’s participation, progress remains uneven.

Child poverty rates have barely shifted since 2019, and in several Member States the situation has worsened. In 2025, 19.2 million children were still at risk, a reminder that Europe’s social progress has not reached its youngest citizens.

The review highlights deep inequalities in access to early childhood education, healthcare, nutrition and adequate housing. Income support remains inconsistent across countries, with social transfers reducing child poverty by as much as 60% in Finland but only 18% in Romania. Many families still face barriers such as complex procedures, stigma and lack of information, preventing them from accessing the help they are entitled to.

Eurochild’s message is clear: the Child Guarantee works when political commitment is matched with investment. The past five years show that progress is possible but Europe must act with far greater urgency if it is to deliver on its promise to every child.
