New guidance on child rights budgeting

Child Rights Connect, in collaboration with Save the Children, has developed new guidance to help civil society organisations and other stakeholders understand and influence public budgets from a children’s rights perspective.

Public budgets show what governments prioritise and play an important role in ensuring children can access essential services such as healthcare, education, social protection and disability support. The new guidance aims to help organisations assess whether public spending is fair, transparent and responsive to children’s needs.

Developed as part of the How to Child Rights series, the guidance provides practical tools to help users understand public budgets, analyse government spending, track how money is being spent and use evidence to advocate for greater investment in children’s rights.

The guidance includes three tools:

·       An Introductory Guide for Civil Society: Explains key budgeting concepts and processes and how civil society can get involved.

·       How to Conduct Public Budget Allocation and Expenditure Analysis Using a Child Rights Lens: Provides practical methods and templates for examining government spending and its impact on children.

·       How to Develop Effective Public Budget Advocacy Strategies and Plan: Supports organisations to use budget evidence to develop effective advocacy and encourage better investment in children’s rights.

The resource is primarily aimed at civil society organisations working on children’s rights and public finance, but can also support policymakers, parliamentarians, academics, National Human Rights Institutions and others working to improve outcomes for children.
